LEAs should consider the needs of the migratory children and the supplemental services to provide when deciding whether to accept the Title I, Part C Migrant funds and implement an MEP. LEAs may decide to accept the MEP funds independently or as a member of an SSA through an ESC. Regardless of the number of migratory students identified, if the district elects to accept this funding the responsibilities remain the same.
LEAs that choose not to accept the funds and have at least one migratory student identified in their districts must operate an MEP as a Non-Project District.
This section will only address the responsibilities of the independent Project Districts, which will be referred to as Project Districts throughout this section. The responsibilities of SSA Member Districts and Non-Project Districts will be addressed in separate sections.

- Oversee the effective implementation of the activities listed in the ESSA Consolidated Application, PS3103 – Title I, Part C Migrant Education .
- Adhere to the Program-Specific Provisions & Assurances and Program Guidelines for the ESSA Consolidated Federal Grant Application.
- Reference the MEP Program Guide for an overview of the Texas MEP.
- Maintain required documentation of compliance.
- Ensure all MEP-funded staff members receive required annual training.
- Conduct active, year-round identification and recruitment of all eligible students within the district boundaries, in accordance with the Texas Manual for Identification and Recruitment of Migrant Children.
