Out-of-State Testing
Getting Started
In the fall, TMIP asks states who are not yet out-of-state testing partners to consider signing an Interstate Migratory Student Cooperative Agreement (IMSCA).
Interested states sign the agreement which remains in effect for 3 years.
Want more information?
Each migratory student’s situation is different and should be evaluated on a case-by-case basis.
Signing the IMSCA does not lock you in to testing every eligible Texas student in your state.

In the spring, out-of-state partners with a signed IMSCA attend a virtual orientation with TMIP staff that will provide information about the testing process.
