The Texas Migrant Interstate Program (TMIP) staff assists migratory students, their families, school counselors, and intrastate/interstate MEP staff. The TMIP works to ensure that:
- a student’s critical information is shared securely
- students are placed in appropriate courses/grade levels
- secondary credit accrual needs are met for on-time graduation from high school

Interstate/Intrastate Coordination

TMIP hosts the annual Migratory Student Interstate/Intrastate Coordination Conference (MSI2C2), a free, virtual event held each year in late February. The conference brings together Title I, Part C staff from across the United States to share best practices, tools, and resources that support migratory students, including OSY.
MSI2C2 focuses on improving coordination across states to ensure that critical student information is not only shared securely, but also to facilitate timely and appropriate placement in courses and grade levels. MSI2C2 also addresses strategies to support secondary credit accrual, helping students stay on track for high school graduation, and support for OSY.
Grounded in the purpose of ESSA, Section 1301, the conference emphasizes ensuring that migratory children have the opportunity to meet the same challenging state academic content and performance standards established for all students. In addition, the conference also promotes collaboration to ensure that students who move between states are not disadvantaged by differences in curriculum, graduation requirements, or academic standards.
